The EU Packaging and Packaging Waste Regulation (PPWR) became directly applicable across Member States on 12 August 2026. For apparel companies selling into Europe, that means the paper bag carrying a garment out of a boutique is no longer a low-stakes purchase decision — it is part of the product’s market-access compliance file.

Key Regulation Requirement
The regulation requires packaging to be supported by technical documentation and, where applicable, an EU Declaration of Conformity. For garment luxury paper bags, the practical question a brand should ask its supplier is simple: can you provide the paper’s sourcing evidence, the finish composition, and a conformity document that matches the exact specification you are quoting?
FSC certification and documented recycled content are the two attributes buyers are most often asked to verify for paper-based apparel packaging. A supplier that can issue the paper name, the mill certification, and the transaction certificate at order confirmation is not offering a premium add-on — it is closing the gap between a compliant bag and a procurement delay.
“For apparel brands reviewing paper bag suppliers this season, the differentiator is no longer the catalogue. It is the paperwork that arrives before the first bag ships.”
